MT STIRLING ALPINE RESORT
MANAGEMENT
INTRODUCTION
The Government's vision for Alpine Resorts in Victoria is for an
industry that is economically viable and managed for future
generations in an environmentally sustainable manner.
Victorian Alpine Resorts are managed by independent Alpine Resort
Management Boards appointed by the Minister for Conservation and
Land Management. In 2004 the Mt.Stirling Alpine Resort and
Mt.Buller Alpine Resort were combined under the new
Mt.Buller/Stirling Alpine Resort management Board. The Board
comprised eight members. The main task of the Board is to set the
framework for the future management of the Resort through
preparation and implementation of a Resort Corporate Plan and
Business Plan and to manage summer and winter operations
MANAGEMENT BOARD RESPONSIBILITIES
Alpine Resorts are not part of any Municipal District and the
Boards are given power under the Alpine Resorts (Management) Act
1997 to levy charges for services within the Resorts which would
normally be managed by local Councils. The Boards are appointed as
Committees of Management over the Resorts, consistent with the
Crown Land (Reserves) Act 1978, and are provided with the
necessary powers to manage day to day operations of the Resorts by
that Act.
The Boards are accountable through a Corporate and Business
Planning process which requires the Boards to set out the way in
which they propose to manage the Resorts and to identify agreed
performance targets. The provisions of the Act, in additional to
specified financial matters, allow the Minister to direct the
Boards to include any specified matters in a Statement of
Corporate Intent, Business Plans or Estimates. These matters
include performance targets for environmental management as part
of any powers exercised in the management of Crown land.
Consideration of environmental performance clauses will also
become part of the granting of any future leases, consistent with
planning controls.
ALPINE RESORTS CO-ORDINATING COUNCIL (ARCC)
The ARCC, comprised of Chairpersons of the six Alpine Resort
Management Boards and other members appointed by the Minister, has
the role of providing the Minister with information and advice on
issues common to all the Resorts.
In conjunction with Tourism Victoria and the Alpine Resort
Management Boards, the ARCC co-ordinates the overall promotion of
Alpine Resorts and the attraction of investment for Resort
development and improvement.
